WCA is aware of an increase in conflict between differing groups of recreational users of non tidal waterways and issues the following advice and statement in relation to this matter.
Any conflict in the river environment is negative on many levels. It is restrictive in the promotion of tourism, rural regeneration and enjoyment of the natural environment. This conflict also detracts from the pleasure that the conflicting parties derive from their recreation.
WCA feels that this conflict is due to the lack of clear legislation that neither supports nor absolutely prohibits recreational activity in the countryside, combined with an increased need for access to natural resources.
Legislative intervention by the government is essential to remove conflict, which has been, historically, an intrinsic and unwelcome aspect of the sport. Sensible legislation would additionally promote responsible enjoyment of the countryside, and enshrine stakeholder participation.
Advice to Paddlers:
In the absence of positive legislation’s introduction the WCA would ask that all paddlers continue to exercise restraint if encountering provocation or intimidation.
If paddlers are met with aggressive or threatening challenges, they should avoid taking any action which may escalate the situation and, report the incident immediately to the police. WCA requests that paddlers notify them of all challenges to paddling in Wales
WCA identifies that extreme frustration is being experienced in the enjoyment of a non-damaging, healthy pursuit. WCA request that all paddlers in Wales act within the realms of best practice and law, despite whatever provocation or intimidation they may receive.
WCA would ask that paddlers continue to promote co-operative use of the natural water resources that Wales has to offer.
To enjoy their sport, canoeists need to be welcome.
Be friendly and polite to local residents
Drive slowly with care and consideration
Park sensibly without causing any obstruction
Be as quiet as possible
Unload kit tidily and take all litter home
Get changed out of public view
Get permission before going onto private property
Avoid wildlife disturbance and environmental damage
Be considerate to other water users
Avoid being an intrusion on local life
Support local businesses if you can
Say "thank you" for any help you receive
Leave no trace of your visit
Follow the Country Code
Enjoy the countryside and respect its life and work
Guard against all risk of fire
Fasten all gates
Keep your dogs under close control
Keep to public paths across farmland
Leave livestock, crops and machinery alone
Take your litter home
Help to keep all water clean
Protect wildlife plants and trees
Take special care on country roads
Use gates and stiles to cross fences, hedges and walls
Make no unnecessary noise
